Six short questions about the water and the house, then your details. Under a minute.

Question 1What brought you here?
Question 2Where does the house sit?

In Westchester this is the question that most often decides what kind of job it is. A house on the Hudson or the Sound can take tidal or surge water, a house in a stream valley takes river water, and a house on higher ground mostly takes groundwater or runoff. The county's own hazard plan puts only about one building in forty inside the mapped flood area, so most wet basements here are outside it.

Question 3Where did the water come from?

Clean water from a supply pipe, rainwater through a wall, and water that rose out of a river, the Sound or a drain are graded differently by the water damage trade's own standard, and the grade decides whether soaked materials can be dried or have to be cut out. Guessing wrong in either direction costs money, so an honest not sure is better than a confident guess.

Question 4How long has it been wet?

Federal guidance says material dried within 24 to 48 hours of a leak will in most cases not grow mold. Past that window the question moves from drying to finding out what has already grown, which is why this changes who we send first.

Question 5What was in the space that got wet?

What has to be removed depends on the materials as much as on the water. Carpet, pad, drywall and insulation that soaked up contaminated water usually come out. Concrete, block and framing are usually cleaned and dried where they are.

Question 6Why look into it now?

This decides what order things happen in. A closing date or a health worry moves the assessment to the front of the queue.

The house, the water, and how to reach you

The contractor match is by property, not by person, so the street line matters.

What Croton-on-Hudson said about its streams

A quiet tree-lined Westchester street of colonial and Tudor houses

The Village of Croton-on-Hudson told the county in 2021 that its maps adequately address flood risk "except for the Hudson River since FEMA is in the process of issuing a revised flood hazard map for the Hudson River which will include higher flood elevations and V zones", and that the Hudson River shoreline, the Croton River valley and "various smaller stream channels that are not mapped as SFHA" are prone to flooding.

In the 2020-2024 American Community Survey, Croton-on-Hudson has 3,197 housing units; 29.9 percent were built in 1939 or earlier and 76.7 percent before 1980, and 80.0 percent of occupied units are owner occupied.

The ANSI/IICRC S500 water damage standard, as quoted by its consensus body, defines Category 3 water as "grossly contaminated" water that "can contain pathogenic, toxigenic or other harmful agents", with examples that include "sewage; waste line backflows that originate from beyond any trap regardless of visible content or color; all forms of flooding from seawater; rising water from rivers or streams".

Local Context

What a Croton-on-Hudson assessment decides

The report decides whether you have a removal job or a drying job, and in Croton that turns on which water got in. A brook that rose over its banks and into the house counts as rising stream water, the trade's most contaminated class, so what it soaked is removed. Rain running down a slope toward the foundation is judged on inspection and can often be dried. The Village has told the county that besides the Hudson and the Croton River valley, various smaller stream channels not mapped as flood hazard areas are prone to flooding, so a map check alone will not tell you which you had.

Deciding

Croton owners: deciding on an inspection

Book an assessment when outside water reached finished space or when you cannot say whether it rose from a brook or ran off the hill. Four in five Croton homes are owner occupied, so the report is also your record, useful when you sell and a buyer asks what happened. Skip it for a small patch from a clean source; clean it yourself. And if nobody can see mold but the basement took stream water, book it anyway, because what matters is what the water soaked, not what you can see yet.

  1. A brook near the lot?

Tell the assessor about any stream or ditch near the house, mapped or not. The Village says small unmapped channels flood.

  2. The slope above the house

Runoff from uphill is a different water from a brook, and usually a smaller job. Say what is uphill.

  3. Keep the report

An owner's written record of a water event and its fix is worth filing with the house papers.

Questions

Croton-on-Hudson questions about stream water and inspection

Our house is not in a flood zone. Could it still have been stream water?

Yes. The Village told the county that smaller stream channels not mapped as flood hazard areas are prone to flooding. The assessor judges where the water came from, not the zone.

Are new Hudson flood maps coming?

In 2021 the Village said FEMA was revising its Hudson River maps with higher flood elevations and new V zones. Check the current map for your address before you rebuild a lower level near the river.
